Default Hey "Forum" dudes......

I am thinking about starting my own Discussion Forum (don't worry, its not a bike forum) and was wondering if anyone had any recommendations as to how to go about it. I have done a little research in this area, but admittedly, not much.

Things I must have:

Must have control, in other words, I do not want it managed for me.

Must have the ability to ban people that don't behave.

Must look professional, not cheesy.

Must be free or damned close to it, as the organization I'd be doing this for has no budget to speak of currently.
